People I have spoken to say this is the best CPM site. The rates are one of the best in the industry.

Credit Burner| Banners, pop-up, pop-in
This site have a very low payout ($2.50 via Paypal, paid fortnightly), but the rates are low. Its best if you have US traffic.

Offers only pop-ups and does it well. The minimum payout is $25 and you’re paid twice a month via Paypal or Cheque.

Adbrite | Banners , text ads
Adbrite does not the best CPM rates. It is to be used if you have a good click through rate as the value per click is very good. The CPM can be used as a bonus. The minimum payout is $5. They only pay by cheque in USD and so depositing in some countries can cost a lot.

Clicksor | Banners, text ads, messenger ads
Best used on a pay per click basis, although the value is not as high as Adbrite. The CPM is very low, too low to even state here. The minimum payout is $50 paid twice a month

Google Adsense
The best pay per click program. It does pay on a CPM basis but the rates are low. They have very strict rules about diplaying ads etc, so please read them carefully.

Other
If you have a website with decent traffic you could be earning a fixed amount for displaying ads regardless of the amount of clicks, or impressions. The minimum payment is $20 via Paypal and $40 via cheque.

I have found their click rates to be very low and their ads keep repeating, sometimes theres not enough ads available to be shown. You can however promote your Website with BidVertiser and get $20 in FREE clicks.
